I think we just had a prime example of this point (although somewhat backwards) demonstrated.

The United States not only beat Spain 2:0 to get into the finals for the Confederations Cup, and very narrowly missed beating Brazil to clinch the win.
A year or two ago, I would have laughed if someone told me the US would beat Spain or even lead in a game vs Brazil in Soccer.

The largest problem for this sport in Germany is: the German Bureaucracy.
Now don't get me wrong, I am not trying to imply that the Germans who play football do not know what they are doing. Most of them are very capable, however they have their hands tied with the 'cratic red tape.

Some of the rules they have in place are inherited from the Bundessportordnung, and have no place in Gridiron football.

Some of the "these are just bullcrap" rules that do not stem from the BSO include the molded cleat rule, the "you have to wear grey gloves" rule, and the like. Rules like these have no place in this sport. The equipment was designed specifically for the purpose of playing the game. If it was not able to fulfill its purpose, it wouldnt be sold at all.

I still consider the "E" rule inherited from the BSO in 2004 to be directly against the AGG rulings that were signed by European Countries (including Germany) in 2006.

What needs to be done is to have the knowledge of the sport taught in the school systems, just as it (and fussball) are taught in the US. This whole "we don't want to introduce that sport into our schools, so we feel you also have no right to play it here" mentality that seems so abundant is just ignorant.

so to break it down into steps:
1. the BSO needs to GTFO
2. introduce the sport into the lowest level of the schools
3. cultivate the experience and promote the game

Do that, and within at most 17 years, you will see the rise of the number of players (including Germans) from Germany being drafted into the NFL, or better yet, a NFL-E or even a World Football League.

At that point, you can more or less dismiss the "A" rule entirely, as the playing field has been leveled.
